What Is SwimSafer Programme?

SwimSafer is Singapore’s national water safety programme, and was introduced in 2010. It has since undergone numerous progressive updates, solidifying its reputation as the most successful learn-to-swim programme in the country.

Endorsed by the Ministry of Education, SwimSafer is now an integral part of Primary 3 students’ curriculum in all schools, making it a mandatory component of their education. This comprehensive programme follows a progressive learning approach, consisting of six distinct stages that cater to learners of all ages and abilities.

At each stage of the SwimSafer programme, participants will receive certifications that acknowledge their achievements in acquiring crucial swimming skills and strokes. The primary objective is to nurture water safety awareness and proficiency in all learners.

The six stages of SwimSafer encompass a wide range of swimming skills and techniques, with the ultimate goal being to develop graceful and confident swimmers who can cover 400 meters by the time they reach Stage 6.

SwimSafer Stage 1, 2 & 3

Start At The Beginning

This award is recommended for children aged 5 and above. Most are not able to achieve some of the basic skills. Even if they do manage to clear the first stage, it will take a long time for the to achieve the next. In Stage 1 & Stage 2, students will learn water confidence, basic swimming skills and even be able to swim without googles. At Stage 3, children will be able to do basic frontstroke and backstroke of up to 50 meters.

Getting More Graceful

Children must continue learning the 4 different styles in these stages. Frontcrawl, Backstroke, Breaststroke, Sidestroke and Survival Backstroke will be taught and improved until they can swim gracefully at Stage 6, covering 400 meters of physical endurance and challenge.

SwimSafer Theory Test

Apart from the practical test, which assesses the participants’ physical swimming abilities and application of learned skills, SwimSafer places equal importance on theoretical knowledge through a comprehensive theory quiz.

The theory quiz is designed to evaluate students’ understanding of crucial water safety principles, rules, and best practices. Participants are required to demonstrate their knowledge of various water-related topics, such as recognizing potential hazards in different aquatic settings, understanding proper water rescue techniques, and knowing how to respond effectively in emergency situations. This emphasis on theory ensures that students not only excel in practical swimming skills but also develop a well-rounded understanding of water safety.

The theory quiz also enhances participants’ awareness of their responsibilities as swimmers, fostering a sense of accountability towards their own safety and the safety of others. By demonstrating proficiency in both practical and theoretical aspects, participants prove their readiness to navigate aquatic environments with confidence and competence.

Moreover, the theory quiz encourages continuous learning and engagement with water safety principles beyond the program’s duration. Participants are encouraged to apply their knowledge beyond the confines of the pool, making water safety an integral part of their everyday lives.

The 6 Stages Swimming Programme

The SwimSafer programme is thoughtfully designed with a structured learning journey encompassing a total of 6 progressive stages. As participants progress through each stage, they gain valuable swimming skills and water safety knowledge, fostering their confidence and competence in the water.

Upon reaching the end of each stage, every child is rewarded with a well-deserved stage completion certificate. These certificates serve as a tangible acknowledgment of their dedication and efforts throughout the learning process. Not only do they celebrate the child’s individual skill achievements, but they also inspire and motivate them to continue their swimming journey with enthusiasm and determination.


Introduction to Water Skills

The objective is develop confidence and independence in the water, learn general and deep-end water safety. Techniques taught include the forward and backward movement, safe entry and exit and personal water safety.


Fundamental Water Skills

General skill development including unassisted step entry into water, sculling, feet first surface dives, personal water safety skills as well as water safety in aquatic environments. Goal is to achieve 25 metres of continuous swimming.


Personal & Stroke Development Skills

Principles of personal survival as well as basic rescue skills are taught. Skills include sculling, underwater skills and the use of personal flotation device. Goal is to achieve 50m of continuous swimming.


Personal Survival & Stroke Improvement Skills

Development of child’s stroke techniques is a focus here, along with coordinated breathing in deep water while swimming 100 metres. Principles of water craft safety will be introduced as well as continual work on rescue and personal survival skills.


Intermediate Personal Survival & Stroke Refinement Skills

Fundamentals of diving will be introduced. Development of rescue skills and personal survival knowledge will also continue at more advanced levels. Children will be required to demonstrate efficient stroke techniques to complete stage 5.


Advance Personal Survival & Swimming Skill Proficiency

Children will be required to perform strokes with greater ease, efficiency, power and smoothness over 400 metres. Rescue skills and water safety knowledge will focus on lifesaving readiness. Standing dive and personal safety skills will continue to be taught.
